Julie Silas, Directing Attorney, Homebase
Julie Sila is a Directing Attorney at Homebase with more than twenty years’ experience in policy leadership, working as an advocate and thought partner with and on behalf of low-income communities. She is a subject-matter expert on a variety of health and human services programs. She has experience with homelessness strategic planning, HMIS, CES, and cross-system and cross-agency data sharing to improve horizontal integration. In addition, she has produced numerous plans, reports, and publications for different audiences, including at the intersection of policy and technology. Julie has worked to support communities striving to end homelessness in San Joaquin, San Francisco, Santa Clara, and Kings/Tulare counties. Before joining Homebase, Ms. Silas was Director of Policy Innovation at Social Interest Solutions (a nonprofit social tech company), a Senior Staff Attorney at Consumer Reports (formerly Consumers Union), and a number of legal services offices in the state of Massachusetts. She has a J.D. from Northeastern University Law School and a B.A. from Lewis and Clark College. In her free time, she enjoys escaping into a good book, knitting, dancing, hanging out in her Oakland backyard, and binge-watching guilty pleasures with her family.
